There are plenty of jokes which are funny in a closed group of friends, where people know that you don't believe X, and nobody is going to feel hurt - you can exaggerate your own feelings for effect, or say something which is so ridiculous that nobody will take it seriously. But when you tell exactly the same joke in a public context then a variant of Poe's Law kicks in, people _don't_ know that you aren't at least a little serious, and your voice will quite possibly be heard by people for whom the topic is personal and painful.

_Sometimes_ "It was just a joke" is meant to highlight that you thought you were in the first context, and thought it was obvious you were being satirical/hyperbolic. But if the joke can't stand alone without needing that clarification then it's probably not suited for public consumption.
