I don't completely understand where it comes from. Lots of roleplaying systems have problems I can easily see how they came about from "here's a good idea but it doesn't work if you move out of its comfort zone" or "here's a good idea until you notice that this interaction is broken". But this sort of thing seems like it doesn't pass a "imagine the most characteristic encounter your players could encounter, play it for five minutes, and see if it's actually fun" test. But the systems apparently are sufficiently cool they work anyway.
