Oh, I see what you mean. I'd discounted it thinking "But then *any* message would do", but if it needs to *not* be bounced by spam filters then it just needs to look genuine, but not do anything. Which this would be no more stupid than any other sort of email, I guess.
I suppose it could even be sent in parallel with other types of email to see if disaster warnings get through spam filters more than any other sort. Cool.
