I just got a letter from Halifax. "Now your home insurance renewal is nearly due, isn't it time for a change?" What on earth? Is this a scam?

How can a reputable company send you a letter saying "We have illegally obtained your personal financial records. Please send us more of them?"

They buy each others' mailing lists, far as I can tell (I get the same thing with auto insurance). When I am organized enough to shred stuff, those offers go through the shredder first.
